Early Life

Jack Shunsuke Coulter was born in Hackensack University Medical Center on July 3, 1978. He is the "middle" child of Michael Coulter and Keiko Coulter; his older brother, 43 year old Alex Coulter is a lawyer, and his 40 year old sister, Michiko Weber is an employee of NASA. The family lived in Hackensack until Coulter was 8, at which point they moved to Annapolis, Maryland. Upon graduating high school, Jack pursued a Bachelor's Degree in History at Georgetown University, with a minor in Political Science. Later, in 2003, he received a J.D. from Yale Law School. From 2003 to 2020, he ran his own law firm, with the help of his older brother Michael, until he entered the political arena.

Career

Army National Guard
Coulter was in the Army National Guard from 2005 to 2013. He helped the North rebuild itself after the tragedy of Hurricane Sandy.

NS-4 Federal Bid
Jack Coulter, a new member of the Federalist Party, immediately sprung into action by running for the NS-4 seat, going against John Darby, who had recently moved from his district, NS-5, after his son's suicide, and Judge Red, a relative nobody from the Conservative Party, and part of the "Conservasurge" going on at the time. All three were very strongly debating on the stage, and it wasn't too clear over who would win. Darby is a controversial man, and the other two never ran before, so there was no telling what the results would show. The American Inquirer believed Coulter was most likely to win, ABC News believed Coulter would barely win, and Veritas Post saying Darby would barely win by 1%. In the end, Darby won with 38% of the vote, Coulter with 35%, and Judge Red with 27%. Like a few others in this election that lost, that wasn't the last you would see of him.

NS-6 Special Elections
After Representative Austin Davis resigned facing expulsion, Coulter was put as the candidate in the special election, against American Liberal Party candidate Arkenstone, and Conservative Party candidate LOTR. Coulter was facing strong competition; Arkenstone was another candidate from the previous federal elections and is the EPA Administrator, and LOTR was former President. However, Coulter put up with the challenge and won with 38% of the vote. Arkenstone had 36% and LOTR had a mere 26%.

As Representative
Coulter was sworn in on March 25, 2020, and has since submitted four pieces of legislation into the hopper, of which three would have effect on US Law. The first, the PMSHA Act, would illegalize veterinary surgeries that were currently legal. The second, the Hydropower Expansion Act of 2020, would, as the title suggests, expand hydropower plants across the USA. The latest piece of legislation he submitted, EGREWA, would require unused government property to be sold to an independent party, or to be repurposed as low-income housing and sold to a private landlord. After Cabin Fever was confirmed as Vice President, he was selected by the Federalist Caucus as House Majority Leader.

Following the May Federal elections, and Coulter's reelection to NS-6 with over 72% of the vote, the establishment of the Unity Caucus occurred, resulting in Coulter's removal as Majority Leader. He then lead the Federalist Caucus as Minority Leader where he remained until several members of the Federalist Caucus, dissatisfied with his leadership, formed a new minority caucus.

As Lt. Governor
By the time of the June State Elections, Coulter had opted not to run for the House once again, and instead entered the race for Northern Lt. Governor. Coulter ended up facing long-time rival and political powerhouse Representative Arkenstone. The two squared off in a tense and closely watched race, with hundreds of thousands of dollars being poured into campaign funding and media outlets watching the candidates' every move. As then-Governor Garland was widely expected to soon declare his candidacy for the presidency, and was strongly favored to win such a race, many viewed the run for the Lt. Governorship as a de-facto run for the Governorship. Coulter ultimately ended up defeating Arkenstone by a mere 0.12%, defying most polling predictions.

As Senator
During his tenure as Lt. Governor, and following the resignation of Senator Hagen, Governor Garland offered Coulter to be nominated as Senator. Coulter accepted and was later confirmed by the House of Delegates by a unanimous vote. Coulter remained as Senator until after the July Federal Elections, in which Coulter lost his campaign for the presidency and succeeded Garland as Governor.

Presidential Campaign
While Lt. Governor, Coulter ran a campaign against Governor Garland and Trash. He ran on a moderate libertarian platform, under the Federalist Party ticket with April as his running mate. Despite the division among the left between Governor Garland and Trash, Coulter failed to achieve a majority in any state and came in third due to Dixie's winner-take-all electoral system. As no candidate achieved the necessary number of electoral votes, however, a contested election ensued. Coulter then dropped out of the race and endorsed Governor Garland, who later was elected President. In his concession speech, Coulter articulated that he felt that his campaign was "plagued by a number of issues, from a lack of organization, to foolish overconfidence".

Governorship
With Governor Garland's ascension to the presidency, Coulter succeeded him as Governor, nominating Howard Elkridge to the Lt. Governorship shortly thereafter. During his tenure as Governor, Coulter signed a number of bills into law, including ones legalized sex work, targeted invasive species, expanded voting rights, improved state education, and expanded access to psychological aid for those in need. By late August, however, Coulter resigned, citing health issues which later were publicized to be brain cancer. With the invoking of the Northern Basic Law, Lt. Governor Elkridge became Acting Governor.

Following a series of successful surgeries and medical treatments, Coulter shortly resumed his duties as Governor, feeling the need to take charge during then-Governor Jared's actions in Jefferson that Coulter felt put the lives of Northerners at risk. Shortly following this event, Coulter suffered a stroke and flair-up of symptoms. Prior to going into a barbiturate-induced coma, Coulter officially resigned as Governor. After awakening from the coma and undergoing surgery, Coulter remained out of politics until he accepted the offer by the Sandoval administration to serve as Deputy Chief of Staff.

Personal Life

Jack is married to his wife, Julia, of 13 years. Together they have two children. The older one is 9 year old Jack, and the younger one is 6 year old Grace. They split time between living in North's 6th District and North's 4th District. The family identifies as Roman Catholic.
